Not exactly. The restriction that units cannot embark/disembark to/from flying transport, if the flying transport has moved more than half of its movement, is always a requirement at all times. The Shaltari Gates have de Access Special Rule, Pag 42 in the Rulebook and and they also have the Teleport Special Rule found in the Army Builder profile for each Gate.

The inclusion of the melee rule I suppose is to try to fix the CQ rule that were originally designed for combat inside garrisons, and not for vehicles in the open.
